The educational and scientific complex "Institute for Applied System Analysis" (hereinafter referred to as the Institute) at the National Technical University of Ukraine "Kyiv Polytechnic Institute" (NTUU "KPI") was founded in December 1997 pursuant to the Decree of the Cabinet of Ministers of Ukraine on the basis of the Department of Mathematical Methods of System Analysis (MMSA) at the NTUU "KPI" and the Institute for Applied System Analysis (IASA) of the National Academy of Sciences of Ukraine (NAS of Ukraine).

The Institute is headed by the Academician of the NAS of Ukraine, State Prize winner of Ukraine Mr. M. Zgurovsky.

Establishment of the Institute with double subordination (i.e. to the NAS of Ukraine and the Ministry of Education of Ukraine) at NTUU "KPI" was conditioned by formation of systematic research in the field of applied system analysis, advanced information technologies, and computer science in Ukraine and the need for coordination of research, technology and education in the area.

The basic directions of research and education at the Institute include:
- development of methodology of system analysis, mathematical methods and software products for complex analysis and forecasting of the situation in social life, economy, ecology and technology;
- development and implementation of information technologies designed to solve a wide range of problems in the fields of economy, social economy and finance, analysis of global environmental changes and finding the ways of environmental protection, and simulation of complicated industrial processes;
- development and implementation of software-hardware systems based on advanced ECS and program systems using the Internet facilities for solving problems of applied system analysis;
- educational services: training of bachelors , specialists and masters in Applied Mathematics (System Analysis and Control, Information Systems for Social Sciences) and Computer Science (Intelligent Decision-Making Systems);
- fundamental and applied research into the latest problems of science and technology that require application of system analysis to address the national economy issues in close relation with the educational process;
- training of senior researchers – Candidates and Doctors of Sciences
- establishment of broad international contacts in the sector of science and education.

Being the leading entity in Ukraine organizing research, technology development and education in the field of applied system analysis based on information technologies, the Institute spends much effort to establish Computer Technology Centers.
